On December 7, the Council and the European Parliament reached a provisional agreement on the revision of the Energy Performance of Buildings Directive (EPBD). The EPBD is the main legislative instrument regulating buildings across the EU and its revision proposed by the EU Commission was a key element of the fit for 55 package and of the renovation wave strategy. Buildings are responsible for over one third of the greenhouse gas emissions in the EU. The revised directive requires that by 2030 all new buildings should be zero-emission buildings and by 2050 the existing building stock should be transformed into zero-emission buildings. The directive will particularly address existing buildings via the introduction of Minimum Energy Performance Standards for non-residential buildings and renovation targets for residential buildings. It also includes provisions to address energy poverty, the installation of solar energy, the phasing out of fossil fuels, the improvement of Energy Performance Certificates, the consideration of whole life carbon, health and safety and the deployment of mobility charging points.
The provisional agreement is now going through formal endorsement and adoption by both institutions before to be published in the Official Journal and implemented by Member States.
Tomás Baynes, parliamentary assistant to Ciarán Cuffe MEP, the lead negotiator for the Parliament, and Stefan Moser, Head of Unit at DG Energy will present the provisional agreement and its impact for buildings, owners, and inhabitants.
