Commission finally publishes a pre-draft of Horizon Europe Model Grant Agreement

A pre-draft of the simplified version of the Horizon Europe Annotated Model Grant Agreement (AGA) has been published by the European Commission.

The AGA is a user guide that aims to explain to applicants and beneficiaries the EU Model Grant Agreements for the EU funding programmes 2021-2027.  By  avoiding  technical  vocabulary,  legal  references  and  jargon,  it  seeks  to  help  readers  find  answers  to the practical questions they may come across when setting-up or implementing their projects.

Research leaders previously expressed concern about the ongoing absence of the guide despite the Commission launching the first calls for Horizon Europe on 22 June.

One of the biggest change is the way personnel costs will be calculated. A variety of different ways to calculate employee costs will be replaced with one daily rate formula. The daily rate will be calculated by dividing the annual costs for each person by a fixed number of days, 215.
