The SET-Plan Implementation working group on Energy Efficiency in Buildings (IWG5), supported by the IWG5-CSA project, are looking for:

• Chair, co-chair and members for the task force on Just transition: affordable, sustainable renovation (Task force 5)
• Chair, co-chair and members for the task force on Energy-efficient buildings as job-creation motor (Task force 6).

The two task forces will start in July or in early September to update IWG5’s Implementation Plan, by way of a white paper of up to 10-15 pages each including also an activity fiche. The IWG5 is one of the 14 thematic working groups of the SET-Plan which has been developed as a European Union initiative being a strategy for the transition to a climate-neutral energy system at European level. The task force leaders are responsible for drafting the white paper including an activity fiche and leading the task force.  At least three task force meetings are foreseen. They are entitled to receive a financial contribution, for the chair this is about 2160€* and for the vice-chair 1440€*. The white papers should be finalised at the end of December 2024.

The topics of the task forces are:

Just transition: affordable, sustainable renovation (Task force 5)
This task force will explore how to mitigate risks and costs for socially vulnerable groups affected by the clean energy transition. This will include looking at good practices of renovation examples for vulnerable groups  and how to use the renovation wave as an opportunity for building owners and tenants to reduce energy bills and increase their standard of living. The white paper will focus on megatrends connected to vulnerable groups also touching upon the gender dimension in energy poverty. The white paper should also include a short outlook on the impact the EPBD directive as well as carbon taxation. If relevant, the task force may choose to define and set a territorial focus on disadvantaged areas or neighbourhoods.   The taskforce will be composed of energy efficiency experts, policy makers and social experts from across Europe coming from ministries, relevant agencies, academia and from industry. 

Energy-efficient buildings as job-creation motor (Task force 6)
This task will identify jobs at risk in the construction sector and consider reskilling strategies while taking into account new job opportunities arising within the scope of the clean energy transition. The white paper should touch upon the gender dimension, aspects of societal transformation as well as European policy recommendations and instruments focusing on skills and Just Transition.  If relevant, the task force may choose to define and set a territorial focus on regions most affected by these changes. The group will be composed of energy efficiency and renewable energy experts, economists and experts in social sciences from across Europe coming from ministries, relevant agencies, academia and industry.
